That's horrible that there isn't an independent appraisal done. Here in the US before a mortgage loan can be approved the bank insists on an appraisal to make sure the property is really worth what they are loaning out. I'm surprised it's not required there as well. An appraisal and inspection are a must have prior to any real estate purchase to avoid problems and ensure it's really worth the asking price!
