Actually there is a lot of data and experience suggesting that the opposite is the case, any kind of addiction tends to ruin those who can't control it, especially if its expensive..

What are the roots, the reasons why people resort to drugs? That is very complex and hard to change, so most skip even thinking about that.

There might be an argument to be made about "splitting off" the more dangerous drugs this way, while letting those that are more harmless be very accessible...

Either way its NOT an easy problem to deal with!
