not delegate a majority of their HP to other accounts (NEW RULE!)
Interesting new rule, I think this way will promote the delegation to users that really want to grow their HP in our ecosystem and using it not only for yourself.

We r just one step away from having a new badge for people who don't delegate most of their HP.
